(AP) ? Americans grew much gloomier about the economy in May, causing a critical measure of consumer confidence to suffer its biggest decline in eight months and ending a period of steady optimism.

Worries about jobs, housing and the stock market rattled consumers, even though gas prices are falling. The latest figures suggest Americans will need to see more encouraging economic signs before their concerns start to dissipate.

The Conference Board, a private research group, reported Tuesday that its Consumer Confidence Index fell to 64.9, down from a revised 68.7 in April. Analysts had expected the index to climb to 70.

The May figure, which represents the biggest drop since October, when the measure fell about 6 points, is now at its lowest level since January.

Americans are still worried about slow hiring, declining home values, the stock market and a worsening European economy that they fear will negatively affect the U.S.

"Consumers were less positive about current business and labor market conditions, and they were more pessimistic about the short-term outlook," said Lynn Franco, director of economic indicators at the Conference Board.

Consumer confidence is widely watched because consumer spending accounts for 70 percent of economic activity. May's figure is significantly below the 90 reading that indicates a healthy economy. The measure hasn't been near that level since December 2007. But the latest reading is still well above the 40 figure reached last October and the all-time low of 25.3 in February 2009.

The consumer confidence measure has zigzagged so far this year, dropping in January, rising in February and holding nearly steady after that. Analysts were hoping a slight rise in May would give some credence to the idea that the economy is stabilizing.

Instead, the data, which was based on a survey conducted from May 1 through May 16 with about 500 randomly selected people nationwide, suggests that "the pace of economic growth in the months ahead may moderate," Franco said.

Mark Vitner, an economist at Wells Fargo, said May's reading is disappointing but consistent with the sluggish recovery so far.

"In some ways, it's a microcosm of the whole economic recovery," he said. "Every once in a while hopes are raised that things are getting better, and then the bottom seems to fall out again."

Analysts say the inconsistent job market is preventing Americans from being more upbeat.

Hiring picked up earlier in the year, but slowed in March and April, possibly indicating that the economy's momentum faded in early spring. Economists say a warm winter led employers to move up some hiring and accelerate other activity that normally wouldn't occur until spring.

A clearer picture of the jobs market will emerge Friday, when May employment figures are due. The unemployment rate is expected to remain at 8.1 percent for May with an increase of 160,000 jobs, according to FactSet. That's above April's gains but below the growth pace set during the winter.

Dana Berry, a public-relations manager in Arkansas, says she knows people who are still searching for a job, but she has seen some positive signs, like her oldest son landing a job after graduation. Gas prices are more of a concern, she said.

Gasoline has dropped 27 cents per gallon since early April. The national average was $3.67 per gallon at the start of the Memorial Day weekend. Some experts say it could fall as low as $3.50 by July 4.

"I travel quite a bit, so fuel and airline expenses are something I watch closely," Berry said. "It's a relief when the price of fuel goes down."

Mark Olwick, a designer at Microsoft in Seattle, said he still has concerns about the economy.

"I'm cautiously more confident," he said, "but there is still significant work to be done, especially around banking reform, job creation and gas price speculation."

He said he has not seen gas prices fall in the Pacific Northwest, and that led him to postpone traveling.

"I'd love to have taken a road trip over the Memorial Day weekend, but when it costs me $70 for each tank of gas, there's just no way I could afford it," he said.

Adding to Americans' job concerns, the stock market in May is on track for its worst month since last September. The S&P 500 is down 4.6 percent for the month.

But on Tuesday, Wall Street seemed to shrug off the report. The Dow Jones industrial average was up about 68 points by mid-afternoon.

That indicates investors may be more confident in the economic recovery than consumers, said John Lonski, chief economist of Moody's.

"Financial markets are giving short shrift to the drop in consumer confidence," Lonski said.

Investors may have been paying closer attention to the much sunnier Thomson Reuters/University of Michigan index of consumer sentiment that came out Friday. That index, which is also considered a measure of consumer confidence, jumped to 79.3 in May for its best reading since October 2007 ? two months before the recession began.

The biggest reason for the difference, economists said, was probably timing: The Conference Board finished its survey May 16, while the University of Michigan survey continues throughout the month. That means the Conference Board didn't capture all the recent declines in gas prices, and it finished just as worries about Europe's financial crisis hit a crescendo, ahead of an international summit.

The markets could also have played a role. The Dow fell sharply in the first half of the month, then leveled off after May 16.

The timing "does make a difference, especially in a month where we were riding a roller-coaster," said Diane Swonk, chief economist at Mesirow Financial.

Meanwhile, recent signs that an economic slowdown is spreading beyond Europe to fast-growing countries like China have raised fears that U.S. companies could pull back on hiring as demand weakens for their products. The housing market also is still weak, and many consumers are seeing their retirement investments shrink because of falling stock prices.

Then with the deal yet to be inked it brought out its own app called Camera in effect competing with itself.

Now you might think that dropping $1 billion on the table just to deny a competitor a measly 33 million members might be a steep price to pay, but not if you plan to fight that competitor at his own game and this is something Facebook might just be starting to think about. I am talking, of course, about search. Whatever you might be doing in social media and marketing search is at the heart of the web because it is how we navigate the web.

The problem is that search is a complex business. Creating a search engine that works well is truly expensive, as Microsoft has found out, and requires the ability to not just index information fast but also assess it properly. In case you have not noticed, in the Facebook environment, Facebook search sucks. It works worse than a third wheel on a bicycle and when it provides results from outside Facebook it has to rely on BING anyway.

For-profit schools jump to enroll military spouses

MIAMI (AP) ? "Unleash the dog trainer inside you," urges an ad for the online Animal Behavior College, which makes no bones about whom it's trying to recruit. In television and online ads, it speaks directly to military spouses. The message: You may be able to attend for free.

The ads are working. In three years, 2,255 military spouses have enrolled, and the college has collected more than $2.7 million in taxpayer-funded spousal education benefits from the Pentagon ? among the most of any school in a program called the Military Spouse Career Advancement Accounts, or MyCAA.

But three years into the MyCAA program, concerns are growing that it's been caught up in a broader gold rush by for-profit colleges to recruit students with military ties and cash the taxpayer-financed tuition checks they carry with them

As the Iraq and Afghanistan wars began winding down in recent years, Congress passed a series of substantial education benefits. The best-known was the post-9/11 version of the G.I. Bill, which updated the original version that put much of the post-World War II generation through college and helped fuel the country's postwar economic prosperity.

MyCAA was a small part of that broader effort, created by the Pentagon to support military wives and husbands. The benefit was seen as long overdue, considering the strains spouses endured during the wars and their high rates of unemployment. It was also a retention tool; by giving spouses a career boost, families might have more stability to stick with a military career.

But MyCAA has become particularly worrisome. Overall, 60 percent of federal education money for military wives and husbands has gone to for-profit schools, compared to 38 percent for the G.I. Bill in the 2011 fiscal school year. Neither program requires schools to be accredited; they only need to be approved by a state agency. And the Pentagon isn't tracking how many MyCAA beneficiaries have earned a degree or found employment.

"The Department of Defense is not doing enough to really oversee this program," said Sen. Tom Harkin, D-Iowa, chairman of the Senate Health, Education, Labor and Pensions Committee, which raised concerns about MyCAA in a recent report.

Another concern: Academically, the military spouse benefit is more limiting than other military education benefits including the GI Bill. It can be used only to pursue an occupational credential or an associate's degree, not a bachelor's or graduate degree. That keeps costs down, but sends a grating message to some, especially after the program ? originally open to all military spouses ? was limited to the wives and husbands of junior service members.

"I know many spouses who are junior ranks who want to achieve something more than an associate's degree," said Bianca Strzalkowski, a Marine Corps wife named "Military Spouse of the Year" in 2011 and who has traveled around the country speaking about education issues.

Strzalkowski said there has been an outcry among spouses over both MyCAA's restrictions and its lack of oversight.

"We usually have the same exact aspirations in life as our service members," Strzalkowski said. "The same skill set. If you are going to hold them to a certain standard, hold us to the same standard and make it an effective program."

The Animal Behavior College was started in 1998 by Steve Appelbaum, who previously ran a nationwide dog training business. Students start off with online readings and written assignments, and then are assigned by the school to an externship, with either a mentor dog trainer or at a veterinary hospital in their community.

Appelbaum said the model is a natural fit for military spouses because it can be done from anywhere. The program costs about $3,000; military spouses comprise less than 25 percent of their total business, he said.

"It's still a good chunk of students but it's certainly not what the school is living on," Appelbaum said.

Prisca Crisp, 25, used MyCAA to enroll in the school's dog training and veterinary assistant programs and graduated in 2010. Since then, she's approached six different animal hospitals looking for employment but has not found a job in the field.

"I've been going online and posting my resume everywhere," Crisp said.

Twenty-five percent of military spouses are unemployed, about three times higher than for the general population, according to the Department of Defense. Most want to work, but holding a steady job is challenging. Military families move frequently, leading to short-term employment and gaps in resumes. And some career fields can be harder to continue in certain parts of the country.

Pursuing a college degree can be just as challenging. Strzalkowski herself has enrolled in five different colleges since 1999, starting at a new school each time her family was transferred, and often finding her previous credits weren't accepted.

"I have taken an intro to business course at three different schools," she said.

The MyCAA program is designed to help spouses find a "portable" career ? a job in a high growth, high demand industry with likely openings no matter where they are stationed. That can include everything from baker or cosmetologist to mechanic or librarian.

Three years in, more than 3,000 schools have been approved to receive MyCAA dollars and 147,432 spouses have enrolled in courses. Department of Defense figures indicate course persistence is quite high: Spouses successfully completed 87 percent of the courses they were enrolled in during the 2011 fiscal year. However, the Pentagon doesn't yet know how that translates into degrees and certificates awarded, or job placement rates.

"You have to assume, I guess, and maybe this is wrong, but those that are using the funds for an occupational license or credential, that's what the funds are actually used for, to obtain that license or credential," said Aggie Byer, director for military spouse education at the department. But, she said, a thorough review is under way.

Part of the reason why there isn't data on outcomes like number of degrees granted and graduation rates is that many of the programs are not overseen by the U.S. Department of Education. Because schools like Animal Behavior College do not collect Title IV financial aid from the government, they are exempt from outcome-tracking as well as other federal regulations designed to protect students.

Harkin noted military spouses have just one chance to receive the benefit, and could be left at a significant disadvantage if, for example, they later try to transfer to a two- or four-year college degree program and find their credits aren't accepted.

"This money really should be used to help these spouses to go community colleges, for example, or to get a quality online program that is approved and accredited," Harkin said.

For spouses like Ivanna Fernandez, whose husband is in the Air Force and currently deployed in Qatar, the MyCAA benefit is one of their only opportunities to get some form of higher education paid for by the military.

The 20-year-old Florida native has moved twice with her husband, working odd jobs and caring for the Cavalier King Charles Spaniel puppy her mother-in-law gave her as a wedding gift.

Last year, she went online to search for a dog trainer school. The Animal Behavior College was the first result that popped up. The school's website prominently displays information on how military spouses can apply.

"They leave a little box for you to put your number in, and someone calls you almost within the next 10 minutes," Fernandez said.

Appelbaum, ABC's founder, said the school had not applied for Title IV approval because the relatively low price means most students don't need to take out financial aid to attend. The only approval the college has received is from the California Bureau of Private Postsecondary Education, which does a review of the school's financial resources, faculty, and enrollment agreements, said Russ Heimerich, spokesman for the California Department of Consumer Affairs.

Appelbaum said the school discloses to students that neither a dog training nor a vet assistant certificate is needed to pursue a career in either field. He said a certificate nonetheless helps open doors when seeking employment.

"If you spend 100 hours working at veterinary hospitals, assuming you don't get hired at that hospital, you are going to have a much easier time getting hired than if you just walk in off the street," he said.

Crisp, whose husband has been deployed to Iraq and Afghanistan, said the hospital where she did an externship wanted to keep her on staff but wasn't hiring at the time. She was told she'd get a call back but never did.

In the meantime, she's been working as a pharmacy technician, a field in which she earned a certificate from a community college before claiming her MyCAA benefit. She is doing some dog training on her days off and still has hopes of finding full-time work in the field.

"I just don't want to give up just yet," she said.

Others have had more luck. Sarah Casey, a military wife living near Seattle, found a job at a dog training and daycare facility within two months of moving to her family's current post. She had prior experience working at dog kennels and vet clinics, but still thinks getting the certificate was helpful.

"I gained a lot of knowledge," Casey said.

Fernandez was pleased with her course at ABC, but said she was never told that a certificate wasn't necessary to pursue a dog training career.

"I wasn't aware of that," she said. But, she added: "I wouldn't be able to be a dog trainer, though, without the program."

Fernandez is putting her hopes into making dog training a sustainable career. She's currently shadowing a mentor dog trainer assigned to her by the school and later plans to volunteer at a shelter. College isn't out of the question ? but for that, she'll have to find money elsewhere.

Boston beats Philadelphia in Game 7, will face Miami in East final series | NBA

BOSTON ? Guard Rajon Rondo contributed 18 points, 10 assists and 10 rebounds and the Boston Celtics beat the Philadelphia 76ers 85-75 in Game 7 Saturday night to advance to the best-of-seven Eastern Conference finals.

The Celtics will open the third round of the playoffs in Miami against the Heat on Monday.

Miami beat Boston in five games in the conference semifinals last year.

"Last year is in the past," Rondo said. "This year, we're a totally different team. We feel we can beat Miami. We got to this point; there's no doubt in my mind we can. We've got to go down there and take care of business."

In 2010, the Celtics eliminated the Heat in the first round.

Political Polarization 'Dangerous,' Psychologist Says

CHICAGO - For the first time in American political history, Democrats and Republicans have sorted themselves into a perfect left-right split, a prominent political psychologist said this week, calling the result a "dangerous era" in U.S. politics.

Traditionally, political parties have been coalitions of broad groups of people, based more on industry, region and interest group than basic morals, University of Virginia psychologist Jonathan Haidt said here during a lecture at the annual meeting of the Association of Psychological Science. Since the 1970s and 1980s, however, Americans have increasingly sorted themselves by

liberalism and conservatism, resulting in two political parties that seem almost alien to one another.

We've never had a perfect left-right sort before, and now we do," said Haidt, author of "The Righteous Mind: Why Good People Are Divided by Politics and Religion" (Pantheon, 2012). This is troubling, he said, because people tend to cluster around their moral in-group and view outsiders with only suspicion, not understanding.

"You engage all these tribal moral dynamics," Haidt said. [The History of Human Aggression]

The basics of morals

The first psychologists to study the psychology of ideology and morals focused on two main issues: harm versus care, and fairness and judgment. Haidt and his colleages, however, have found evidence that humans base their moral code on far more than "does it hurt someone?" or "is it fair?"

In fact, Haidt has added four more moral dimensions to the mix, bringing the grand total of basic moral drivers to six. The first three ? harm and care, fairness and justice, and liberty versus oppression ? motivate both liberals and conservatives, he said. Liberals tend to care about harm and care most, and conservatives least, but everyone takes these issues into consideration.

How these issues manifest can depend a bit on ideology. Liberals, for example, worry more about inequality for inequality's sake. Conservatives worry more about proportionality, asking if everyone is putting in the work to get their benefits. Both are ways to think about fairness, but that doesn't mean the left and right can't have screaming fights over which is more moral.

Likewise, Haidt said, absolutely no one likes to feel oppressed. But the left tends to talk more about businesses and the rich as oppressors, as in the Occupy Wall Street movement, which protests the wealthiest "1 percent," while the right worries about government oppression, as in Tea Party protests festooned with "Don't Tread On Me" flags. What conservatives care about

Beside these three more-or-less shared values, Haidt has identified three more that matter only to conservatives. (In these studies, conservatism and liberalism refer to social beliefs, such as beliefs about gay marriage, not economic beliefs such as how much someone likes the free market. These social beliefs occur along a continuum, with the moral factors on a continuum of importance as well.)

The first conservative-only belief is loyalty and betrayal. People on the political right feel more strongly about group loyalty than people on the left, who tend to be ambivalent about groups, Haidt said. John Lennon's "Imagine," in which he sings about national borders melting away, is an example.

"It's because of these sorts of arguments that come from the left quite often that the right has a field day charging the left with treason," Haidt said.

The second conservative-only value is authority. Hierarchy and authority tend to be more important on the right ? consider religious beliefs that "God is in charge" ? while the left prefers to subvert authority. Leftist anarchists, for example, sometimes rally around the slogan "no gods, no masters."

Finally, conservatives worry about issues of sanctity, while liberals are more likely to take a "nothing is sacred" position. In the realm of sexual purity, for example, conservatives are much more likely than liberals to care about sexual sanctity and issues like remaining a virgin until marriage, Haidt said. Even flag-burning falls under the realm of sanctity. The best predictor of how much a conservative will hate flag-burning is how strongly he or she feels that some things are sacred, he said.

The danger of moralized politics

Looking back at political polarization in Congress in the last century, "the bad news is that things get worse slowly and then they get worse quickly," Haidt said. "The good news is that the House [of Representatives] is now so polarized that it can't get any worse."

What that means is that major votes are now almost entirely along party lines. There is debate over whether the American public, not just the political elite, is increasingly polarized, but either way, the result has been a combative climate in Washington, D.C.

The mid-20th century period when polarization was low was an anomaly in history, Haidt said, and it's unlikely we'll get back to that point. But being as polarized as America is now is dangerous, he said. When politics are tied inextricably to morals, everything becomes sacred, from guns to flags to race. And when sacred values are threatened, people lash out. Debates are no longer disagreement, they're treason. And political opponents aren't just people with a different point of view.

"The worst person in the world is not your enemy," Haidt said. "It's the apostate or the traitor on your own team."

Definitions of Debt Management

From layman's perspective, debt management is simply what it literally implies. It refers to the process by which one manages his debts in a manner that he would not be put in a position where he would have difficulties in repaying these. Apparently, debt management in this regard is one that is being conducted in order to prevent problems from arising in the future. Because this involves money which would be used to repay the debts, it naturally requires the individuals to be mindful of these when allocating funds for the different expenses he will have to cover in a month.?

The term debt management is also often used by the government.? This is particularly carried out by a country's fiscal managers.? It is a known fact that countries also incur domestic and foreign debts, which are usually triggered by trade imbalances. Of course, a government would not allow debt problems to grow worse, especially because these would seriously hurt the economy.

It is in this regard, that the government would resort to debt management.? The aim is to establish certain measures that would make it possible for the government to reduce the burden created by the debt and lessen its impact on the economy.?

In both definitions mentioned above, it is clear that debt management is considered as a solution.? It is applied in order to prevent problems resulting from delinquent debt payments and, in the case of countries, to create protection for the economy from the effects of debts.? The other definition of debt management, however, is one that refers to it as recourse whenever the debtor is no longer in a position to repay the debts that he had incurred.? In this regard, avoiding the problems is no longer possible because the debtor is already saddled by it.? All that he can do now is to seek ways to reduce the amount of his obligations to levels that he can afford.

Debt management services offered by certain companies help distressed debtors deal with their problems.? Counselors are sent to meet with the client debtors in order to study their respective situations.? The objective of the studies is to arrive at conclusions that would then become bases for the concrete steps to be taken in order to manage debts.? One of the key resolutions would certainly be to make the creditors agree to proposals that certain charges or fees are removed so that the value of the debts would become more manageable for the debtor.

In all the definitions mentioned here, it is obvious that debt management does not mean escaping from the obligation of repaying.? A debtor who implements this does not have any intention to free himself from his obligations to the creditor.? Therefore, the creditor should not worry about debt management too.? ?What debt management does is definitely beneficial to both the debtor and the creditor.?? It enables the debtor to solve his problems while it allows the creditors to get what is due to them.

Gene therapy can correct forms of severe combined immunodeficiency, study suggests

ScienceDaily (May 24, 2012) ? Severe combined immunodeficiency is defect in the immune system that results in a loss of the adaptive immune cells known as B cells and T cells. Mutations in several different genes can lead to the development of severe combined immunodeficiency, including mutation of the adenosine deaminase (ADA) gene. Traditional treatment options, such as enzyme replacement therapy, are of limited efficacy, but bone marrow transplant from a compatible donor leads to a better response.

A recent clinical trial indicated that gene therapy to insert the correct ADA gene in the patient's own bone marrow cells can also lead to a good response.

However, patients were noted to have defects in B cell tolerance, meaning that some B cells that react to antigens from the body fail to be eliminated, leading to an autoimmune response. Dr. Eric Meffre and colleages at Yale University in New Haven, Connecticut and Alessandro Aiuti in Milan, Italy joined together to better understand why patients developed B cell tolerance problems. They found that loss of the ADA gene directly contributes to B cell tolerance problems and that these defects are mostly corrected after gene therapy.

Their results point to a previously unknown role for ADA in B cell response and support the use of gene therapy as an effective treatment option for ADA-deficient severe combined immunodeficiency patients.

Cisco had grand plans for a Cius tablet on every fast-paced executive's desk, but those dreams appear to have been dashed not long after getting off the ground. Senior VP OJ Winge says the company will "no longer invest" in the design, leaving the already rather creaky Android 2.2-based, 7-inch tablet to an eternal slumber outside of occasional specialized orders. It's not hard to see what hastened the Cius to its early demise, as Winge pins it on companies and customers encouraging a BYOD (bring your own device) strategy that likely brought more than a few iPads and beefier Android tablets into the space Cisco wanted to occupy. Before existing Cius owners start videoconferencing with themselves out of sheer despondence, though, there's a silver lining: the company now expects to take the Cius' firmware all the way from Android 2.2 to 4.0 in one fell swoop near the end of the summer. You may not be living Cisco's 2010-era vision, but at least you'll have Chrome for Android.

Euro crisis turns Spanish suburbs into ghost towns

Just north of Spanish capital Madrid lies Cuidad Valdeluz. Built during the country's economic boom, it was promoted as a suburban family paradise for tens of thousands of people.?

Today, it is one of 12 near ghost towns in Spain, a country that -- despite being the European Union's fifth-largest economy -- is teetering on the brink of a Greece-style meltdown.?


Spain has the highest unemployment rate of all European Union countries at 21.7 percent, according to a report published this month by the Center for Economic and Social Rights. Among those aged under 25, nearly half -- 46.4 percent --?are without a job. More than half a million households had no one earning an income in 2011.

The report warned that "over half the population reports experiencing a heavy financial burden due to housing costs." The number of foreclosure proceedings rose from 25,953 in 2007 to 93,319 in 2009, an increase of nearly 260 percent.

As she stood on the deserted streets of Valdeluz, journalist?Lindsey Hilsum of the U.K.'s Channel 4 News?said?the suburb?illustrated just how far and how fast Spain had fallen.

On the streets of Madrid, they have a message for the leaders meeting in Brussels: stop cutting and start promoting growth. For them, the Spanish government decision to recapitalise Bankia, the country's fourth largest lender, while reducing education spending by 20 per cent, was the last straw.

"This was the Spanish dream: new developments, luxury apartments, the good life. But it was all on borrowed money. Now the developers have lost their investments, the banks are in crisis, and increasing numbers of Spaniards are homeless," she said.

Homeless and 'in debt forever'
Maria Francisca Cano Munoz, Jesus Munoz Alcaza, their daughter and disabled son are among those about to lose their home.

CNBC's Simon Hobbs discusses the euro's decline and whether Greece will leave the euro, with CNBC's Michelle Caruso-Cabrera and Bob Pisani.

"We are going to end up with no home and in debt forever," Munoz Alcaza, an unemployed construction worker, told Hilsum through a translator. "We'll have to keep paying for this apartment, but we won't be able to live in it."

Greece's debt woes put Europe on financial knife edge

"At first they [bank officials] were nice and said 'Don't worry, you can pay at the end of the month to avoid interest,'" Cano Munoz added. "But when you cannot pay at all, suddenly you are a bad person and 'there's the door... go!'"

As in Greece, politicians are looking to economic powerhouse Germany for help.

Many residents fear that a slow economy is cutting into the number of foreign visitors. NBC's Stephanie Gosk reports.

"Germany has got a lot of profit from the euro [currency]. Because Spain was rich, we bought many things that were made in Germany," an independent deputy in Spain's congress, Irene Lozano Domingo, told Hilsum.

"We are all linked, so if we are going to hell, they are coming with us. This is what they have to see," she added.

Greeks withdraw $894 million in a day: Is this beginning of a run on banks?

Like other countries, Spain has bailed out its banks and slashed government spending. But the economy is now so bad that some are thinking of quitting the country altogether.

"I don't know. Latin America somewhere? Brazil, Mexico ... somewhere where it's going up, you know?" a protester at a recent demonstration against education cuts told Hilsum.

The euro is hitting its lowest level since July 2010. Discussing the impact the weak euro has on the global economy, with Larry McDonald, Newedge Group and John Spallanzani, GFI Group.

European Union leaders concluded their latest summit early Thursday with few concrete steps to fix the continent's festering financial crisis, Reuters reported.

One problem has been the need to get agreement between either the 17 EU countries that use the euro as their currency or all 27 member states.

"I think about my one Congress, then I start thinking about 17 congresses and I start getting a little bit of a headache,"?Barack Obama said following the recent NATO summit in Chicago.

The president's headache could get substantially worse, according to a report by the Organisation for Economic Co-operation and Development. It warned Tuesday that while the U.S. and Japan were leading a fragile economic recovery among developed countries, they could be blown off course by the European debt crisis.

'Vicious circle': Europe crisis threatens world economy, OECD says

The biggest continuing fear is that if Greece cannot be saved, other larger economies ? like Spain or Portugal ? might face the same fate.?

The leaders gathered in Brussels recognized that Greece had endured significant hardships and promised to release development funds aimed at spurring growth, Reuters reported.?

But Luxembourg Prime Minister Jean-Claude Juncker told reporters that the euro countries "have to consider all kinds of events," the news service added.

Europe told to prep for Greek exit scenario

Juncker insisted early Thursday that he had not asked the euro nations to prepare national contingency plans for a possible chaotic departure of Greece from the currency, saying?the "the working assumption" was that Greece would remain part of the euro.

But his?statement was also a frank admission that Greece could wind up abandoning the euro.

A new election is scheduled for June 17, as debate continues over the country's place in the euro zone. NBC's Stephanie Gosk reports.

Greece's fringe political parties, which are threatening to renege on commitments made to secure bailout loans, saw their popularity surge in recent elections. No party has been able to form a government, and the country will vote again June 17.?

Germany's Pirate Party rides wave of popularity

Many analysts have said that Greece, already in its fifth year of recession, has no hope of recovery if it sticks to the spending cuts and tax hikes it agreed to in order to secure bailout loans.?

"We want Greece to remain in the euro area," German Chancellor Angela Merkel said after the meeting, but she also expected the deeply unpopular policies of austerity to continue. "We expect that they will stick to the commitments that they have entered into."?

Ghost towns tell the story of Ireland's faded dream

The perception that European leaders lack the political will to tackle the continent's financial and economic problems has left markets on edge for weeks. Recession is spreading. Banks are under pressure.

Dariusz Kowalczyk, senior economist at Credit Agricole CIB in Hong Kong, said Thursday: "Europe is not doing enough, and the market may not wait for them."?
