I tested the app with photos, DOC files, Excel sheets, and PDFs, and was able to view all successfully. And I could unpinch to zoom both images and documents such as Excel sheets. For the latter, the viewer even let me select and view multiple table tabs.

But the very basic WinZip app doesn't also go the other way. That is, it doesn't let you create ZIP files for email attachments, compression, or encryption. Nor does it let you actually unzip, for example, photos, for viewing in other apps. I'd also like to see a history option where I could view previously downloaded and unzipped archives. As it is now, you can only view the latest download. We can only hope that these features are coming in a future update. But for now, this free iOS utility goes part of the way towards bolstering the iPhone and iPad's lack of a true accessible file system.

Suspect in Capitol bomb sting waives court hearing

ALEXANDRIA, Virginia (AP) ? A man charged with plotting a suicide bombing inside the U.S. Capitol as part of an FBI sting will remain in jail while he awaits trial after he waived his right to a detention hearing Wednesday.

Amine El Khalifi, 29, who lives in Virginia, appeared in U.S. District Court for a hearing lasting less than five minutes. He also waived his right to a preliminary hearing, and his case now goes to a grand jury for an indictment.

El Khalifi, who according to court documents is a native of Morocco who has been living illegally in the U.S. for more than a decade, was arrested Friday following a year-long investigation and charged with attempting to use a weapon of mass destruction.

An FBI affidavit traces the evolution of El Khalifi's alleged plotting, saying he revealed his intentions to an undercover FBI operative he thought was a member of al-Qaida.

According to the affidavit, El Khalifi spoke in December of wanting to attack a synagogue and Army generals. But within days, he was settling on a new plan to bomb a bustling Washington restaurant at lunchtime, the affidavit states. In January, he changed his mind, saying he wanted to blow himself up inside the Capitol as an act of martyrdom and chose the date of Feb. 17, authorities said.

El Khalifi went as far as to don a suicide vest provided to him by the undercover operatives before he was arrested, according to the affidavit. The suicide vest turned out to be inert, and a gun that had been provided to him to shoot his way past security guards also was inoperative. Officials say the public was never in danger.

According to court papers, El Khalifi told his supposed co-conspirators that he would be happy if he could kill 30 people in the attack.

It is not entirely clear how El Khalifi came to the attention of authorities.

Court papers state only that a confidential source reported El Khalifi to the FBI in January 2011 after he allegedly met with others at an Arlington residence and told others that the group needed to be ready for war, and that he agreed with others who believed the war on terror to be a war on Muslims. One individual at that meeting produced what appeared to be an AK-47 rifle.

An acquaintance of El Khalifi, who attended Wednesday's hearing, said the suspect was relatively well-known to worshippers at the Dar al-Hijrah mosque in Falls Church.

El Khalifi stood out because he wore a Mohawk haircut and had tattoos, and was in the habit of carrying a white towel with him because he was concerned about his sweaty palms, said the acquaintance, who gave only his last name of Mohamed because he said he did not want to attract notoriety.

Imam Johari Abdul-Malik, the mosque's outreach director, said Wednesday that he was told by the FBI after El Khalifi's arrest that the suspect was "not a regular at your mosque or any mosque in the area."

Mohamed said he is shocked by the charges and feels bad for El Khalifi, who apparently has little if any family in the area.

El Khalifi's lawyer, Kenneth Troccoli, declined comment after Wednesday's hearing.

Overall, GM expects 2012 sales to top the $150.3 billion it saw in 2011 and its market share to remain flat.

Net income attributable to common shareholders was $500 million, or 28 cents a share, compared with $500 million, or 31 cents a share, in the year-ago quarter.

Excluding one-time items, GM earned 39 cents a share, two cents below analysts' average forecast in a poll by Thomson Reuters I/B/E/S.

Sales in the quarter rose 3 percent to $38 billion, compared with the $38.21 billion analysts had expected.

For 2012, GM expects to raise vehicle prices and contain cost inflation, but the sale of more cars than trucks will hurt profit margins.

GM said its U.S. defined pension plans earned asset returns of 11.1 percent last year, but they ended the year $13.3 billion pension shortfall in pension funding compared with $11.5 billion in 2010. GM expects returns of 6.2 percent in 2012 due to a greater shift to fixed income investments.

GM's shares fell to $24.44 in premarket trading from Wednesday's closing price of $24.93 on the New York Stock Exchange.

Love was not the only thing in the air Tuesday as about 100 people ventured out to the Newtown Creek Wastewater Treatment Plant for a free guided tour that was billed by the city as an "unforgettable" way to celebrate the most romantic day of the year.

Proving, as the song says, that love stinks, the couples got a big whiff of something, and it wasn't flowers or fine perfume.

"I told her it wasn't going to be like something romantic," said a grinning Jennings, who sprang the tour on girlfriend Nitisha Rawlings as a surprise. "I mean, it is. It's very beautiful."

She seemed to be getting a kick out of the experience.

The complex is the largest of New York City's 14 sewage treatment plants, processing 1.5 million gallons of waste every day. The city gives tours once a month to show off its odor-control technology; this time, tour day fell on Valentine's Day.

To mark the holiday, plant workers set out red and pink bins filled with Hershey's chocolate kisses for the visitors to snack on as they learned about things like sludge.

The tour began with an hour-long slideshow on how the city has disposed of waste over the past century. Then the group peeked inside the control rooms and ascended to the top of the "digester eggs" ? futuristic-looking stainless-steel globes where the waste is processed.

The couples laughed nervously when Jim Pynn, the plant's enthusiastic superintendent, called out: "Is anyone going to propose today? This is the most romantic part of the tour."

Nobody was willing to go quite that far.

"You're going to smell a little bit of the gas," Pynn said as he lifted a vent at the top of a digester egg. "It's going to be foul. But it smells like what natural gas smells like."

As predicted, the area soon began to smell like rotten egg.

"Very stinky," said 6-year-old Blake Hewitt, who wrinkled his nose.

That didn't seem to bother the visitors, who were too busy taking photographs of the panoramic view of the city.

Eliza Wierzbinska had dragged along her boyfriend, Daniel Gunter, because she wanted to do something out of the box this year. He happily obliged.

"It's an idea of something fun to do together," he said, leaning over to kiss her on the cheek. "And anytime we're together, it is Valentine's Day."

In fact, when it comes to some taxes -- such as Social Security and Medicare -- the poorest 20% of workers pay a far larger percentage of their income than the richest 20%. Still, taken as a total, the poor send less of their income to the IRS than do the rich: According to the TPC, the total effective federal rate -- the rate that people pay after all loopholes, tax breaks, deductions, and so forth -- is 4% for the poorest Americans and 25.1% for the richest.

So the poor are getting a huge break, right? Well, it depends on where they live. According to a recent study by the Corporation for Enterprise Development, while the federal tax rate is progressive -- that is, its levy increases as income increases -- state tax rates are all regressive. In other words, unless you live in Washington D.C., the richer you are, the smaller a percentage of your income you pay in state taxes.

Every State Puts More Burden on Low Income Workers

And the differences aren't minor: In the median state, Mississippi, the poorest 20% of workers pay almost twice as high a percentage of their income as the richest 1%. In Washington state, the worst, they pay 17.3% of their income -- more than six times as much as the top 1%. What's more, this is true in all states -- even those that don't have an income tax. In fact, states that rely on sales taxes to make ends meet tend to hit the poor even more harshly, as low-income workers spend most of their paychecks on necessities.

When state taxes are factored into our overall tax percentage, the results are striking. In Washington state, for example, adding 17.3% to the 4% effective income tax rate yields a whopping 21.3% tax on income. While still lower than the 27.7% total tax rate of a top income bracket worker, it's still pretty shocking.

The gap gets even wider when one considers the impact of historically low dividend and capital gains tax rates. For a Washington state billionaire like Bill Gates, most of whose income comes from investments, it's likely that his overall tax rate is lower than that of a bottom-tier worker.

Throughout its history, America's tax rate has been progressive -- the more you make, the greater a percentage you pay into the system. The main exception to that rule have been Social Security and Medicare: Since they're capped at a certain income level, the poor pay a larger percentage of their incomes into those programs than the rich. The political justification for this is that the poor take greater advantage of these programs than the rich, and should therefore pay more.

But do the poor take greater advantage of state roads or state parks, state police or state prisons? If not, the argument for making them pay a higher percentage of their income to the state seems to be a little thin.

Broadcaster M6 improves profits in 2011 (Reuters)

PARIS (Reuters) ? France's second-largest private broadcaster M6 posted a slightly higher operating profit last year as its growing TV audience helped it attract more advertising dollars, allowing it to pay a stable dividend despite economic uncertainty.

But its business lines outside TV, such as its ownership of the Bordeaux football club and a unit that markets DVDs, continued to drag on revenues and profits.

Chief Financial Officer Jerome Lefebure told Reuters in an interview on Tuesday that M6 was counting on the strong performances of new shows to continue to allow it to grow its share of France's TV advertising market.

"We see this year as being a bit difficult," he said, adding that it was hard to predict how consumer spending would hold up with a recession looming in France.

"We'll be helped by the fact that our audience numbers are holding up well ... we had an excellent month of January on our M6 channel," said Lefebure.

M6 posted earnings before interest and tax up 1.2 percent at 245 million euros, while revenue slipped 2.8 percent to 1.42 billion euros. Analysts had been expecting revenue of 1.41 billion euros, according to Thomson Reuters I/B/E/S.

The main point of weakness was the Bordeaux football club, which saw revenues fall 30 percent to 57.9 million euros after it failed to qualify for the Champions League.

Meanwhile its main M6 TV channel performed well with advertising revenue up 0.9 percent to 675.9 million euros.

M6, long the challenger in France's TV market behind larger private rival TF1 and public broadcaster France Televisions, took third place in terms of average viewing audience in 2011. With ratings of 10.8 percent, M6 moved ahead of public channel France 3 for the first time, but still trails behind TF1 with 23.7 percent audience share.

M6 said that it would pay a dividend of 1 euro per share for 2011, unchanged from 2010.

M6 had a net cash position of 330 million euros at the end of 2011.

The cash pile has led some analysts to question whether the group might consider a special dividend or a share buyback given that it had few acquisition plans.

Asked whether such buybacks or a special dividend were planned, Lefebure said the priority would be on growing the business such as by investing in TV channels for which M6 recently applied for national licences.

"We think that with the balance sheet and cash position that we have, we need to invest," he said.
