Supreme Court's 5-to-4 ruling upholding President Obama's health-care law gives Republicans a new case to repeal the law, hammer taxes, and rev up the party base.

Republicans were spurned by the Supreme Court on Thursday ? but if the reaction to the nation?s highest court upholding President Obama?s signature health-care reform law is any indication, the GOP will do its best to ram the court?s decision down Democrats? throats between now and November.

?The Supreme Court spoke today, but they will not have the final word,? said Rep. Cathy McMorris-Rodgers (R) of Washington, who is GOP presidential nominee Mitt Romney?s campaign point person on Capitol Hill. ?The American people will have the final word in November.?

Had the court struck down the law in its entirety or in part, there may have been a need for legislative fixes to federal health-care law ? whether to reinstate popular provisions from the health-care reform bill or fix gaps blown open in the law by the Supreme Court, for example. But because the court upheld the law, the issue was powered straight into the realm of electoral politics.

Congressional Republicans, it became clear Thursday, are going to leverage the Supreme Court?s decision in two ways.

First, they are going to hammer health-care reform, a top issue for many in their conservative base. But this tactic alone risks falling into Democratic talking points that Republicans are stuck in the past and losing their focus on what both sides agree is the election?s No. 1 issue: the economy.

Thus, they are also going to make the case that the health-care law is a job killer ? and take it to the polls in November.

While Republican leaders were wary of discussing the political implications of the day?s decision, conservative advocacy and outside political groups were not so shy.

?While we would have preferred to see Obamacare struck down, this decision will drive Republican voter intensity sky-high,? said Steven Law, the president of the granddaddy of all conservative "super political-action committees," Crossroads GPS. ?The last time Obamacare was litigated in a general election, Republicans picked up an historic number of seats in the US House and made big gains in the US Senate.?

Mr. Law continued, in a statement: ?Our message is that even if the Supreme Court couldn?t protect Americans from what this law will do to their jobs and health care, voters can and will fight back. The Supreme Court effectively made the 2012 elections the most important in a century, and dramatically energized the center-right coalition in the process.?

The most conservative wing of coalition, led by tea party favorites like Sen. Jim DeMint (R) of South Carolina, largely want the law ripped out by the roots.

?This government takeover of health care remains as destructive, unsustainable, and unconstitutional as it was the day it was passed, unread, by a since-fired congressional majority,? Senator DeMint said in a statement. ?Now, as then, our first step toward real health care reform and economic renewal remains Obamacare?s full repeal, down to the last letter and punctuation mark.?

As such, House Republicans announced Thursday that they would vote to repeal the health-care law on July 11, the week both chambers return from recess, for the second time since its passage. With Republicans controlling the House of Representatives, the measure will both undoubtedly pass and then assuredly die in the Democrat-held Senate.

Oil: Price soars 9 percent as Europe moves to tackle crisis

Benchmark U.S. crude jumped by $7.27, or 9.4 percent, on Friday to end the week at $84.96 per barrel in New York. Brent crude, which helps set the price of imported oil, rose by $6.44, or 7 percent, to $95.51 per barrel in London.

The progress in dealing with Europe's lengthy debt crisis is good news for that continent's ? and the world's ? economy. Economic growth drives energy consumption.

The deal was struck as borrowing rates in Spain and Italy surged to levels that were considered unsustainable. The debt crisis has loomed over stock and energy markets for almost two months.

Investors were surprised and elated by the breakthrough. They rushed to buy riskier assets like oil and stocks. U.S. stock markets rose more than 2 percent, while European stocks posted even loftier gains.

"All of a sudden we're not worried about the Spanish and Italian banks going bankrupt over the weekend," said Phil Flynn, an oil analyst with Price Group.

U.S. drivers might not share in oil traders' relief. Tom Kloza, publisher and chief oil analyst at Oil Price Information Service, said gasoline should get a little more expensive next week as stations price in the jump in oil, which accounts for two-thirds of the cost of a gallon of gas.

Oil plunged around 25 percent from May 1 through Thursday. At $3.35 per gallon, the national average was the lowest since Jan. 6, according to auto club AAA, Wright Express and OPIS. Gas could still fall a few cents over the weekend ? pump prices usually lag the action in the markets.

"That's probably the bottom until after Labor Day," Kloza said. He expects the average to waver between $3.30 and $3.50 per gallon for the rest of the summer.

Friday's percentage rise in benchmark U.S. crude was the biggest since March 12, 2009. The dollar gain was the largest since Sept. 22, 2008.

International sanctions already have cut Iranian exports by about 700,000 barrels per day. Experts said it's unclear how much more of Iran's oil will be taken off the market once the embargo goes into effect. But a further reduction in global supply could increase prices for the remaining oil.

Meanwhile, retail gasoline prices fell to $3.353 per gallon in the U.S., the lowest since Jan. 6,

In other futures trading, heating oil added 14.41 cents, about 6 percent, to finish at $2.696 per gallon and wholesale gasoline added 11.3 cents, or nearly 5 percent, to end at $2.7272 per gallon. Natural gas rose by 10.2 cents, nearly 4 percent, to finish the week at $2.824 per 1,000 cubic feet.

(AP) ? When Tom Cruise and Katie Holmes first got together, he jumped on a couch, she gushed girlishly, and many of their fans said, "Huh?"

Their split could cause just as much drama.

Not only are the images of two Hollywood stars at stake, so is the future of 6-year-old Suri, with some speculating that Holmes' decision to file for divorce in New York might mean she's seeking sole custody of their daughter.

Ultimately, Cruise may have the most to lose.

"There's no question this divorce is going to hurt his public image," said Dorie Clark, author of the forthcoming "Reinventing You: Define Your Brand, Imagine Your Future."

"His brand was already tarnished significantly when he first got together with Holmes five years ago and was infamously jumping up and down on Oprah's couch, and shortly afterward the videos of him praising Scientology were leaked," she continued. "This divorce is another opportunity for questions to be raised about his personal life, his religious beliefs ? which many consider outside the mainstream ? and that's not what a box-office star really wants."

California divorce attorney Michael Kelly, who is not involved with the Cruise-Holmes case, called Holmes' East Coast filing "a tactical move" that signifies "there will be an attempt to gain an advantage."

New York's comparative-fault divorce laws could be advantageous for Holmes, he said. The couple lived in Los Angeles.

Cruise and Holmes married in 2006 after a whirlwind love affair. He proposed at the Eiffel Tower. Their wedding was held at a 15th century Italian castle.

She filed for divorce Thursday, ending her first marriage. This will be Cruise's third divorce. He was previously married to actresses Mimi Rogers and Nicole Kidman, with whom he has two children.

Cruise showed up alone at the recent Los Angeles and London premieres of his latest film, "Rock of Ages." Holmes also was absent earlier this month when Cruise received the Friars Club Entertainment Icon Award in New York. But he did bring Suri with him, allowing her to stay up late for the raunchy proceedings.

"Divorce will actually help Katie Holmes' brand," Clark said. "More people are going to be thinking about her and aware of her. This is generating a lot of sympathy and interest from people."

Holmes, 33, rose to fame on the teen soap "Dawson's Creek." She went on to appear in "Batman Begins," and earned raves for her roles in independent films such as 2003's "Pieces of April" and 2005's "Thank You for Smoking." She took a break after giving birth to Suri in April, 2006, and marrying Cruise in November.

She did just a handful of roles until stepping things up in 2011. Holmes played Jackie" Kennedy in the Emmy-winning miniseries "The Kennedys," appeared in Adam Sandler's "Jack and Jill" and just wrapped a film with William Hurt. She said she's set to start another project in July.

Meanwhile, Cruise, who turns 50 on Tuesday, has remained a megastar. His latest role, as an Axl Rose-style rock star in "Rock of Ages," has won him strong reviews (though not corresponding box-office results), and his most recent "Mission Impossible" installment, "Mission Impossible: Ghost Protocol," has made more than $690 million worldwide.

"Tom Cruise's brand has always been the dynamic, likable hero ? the 'Mission Impossible' star that you're rooting for ? and it becomes harder for the public to get behind someone as a hero and want to go to the box office and cheer them on when there are serious questions about what kind of husband and father he is," Clark said.

Holmes' attorney, Jonathan Wolfe, said Friday that "Katie's primary concern remains, as it always has been, her daughter's best interest."

Analysis: Health care ruling won't stop arguments

WASHINGTON (AP) ? The Supreme Court's 5-4 decision upholding the nation's health care law marks an enormous political victory for President Barack Obama in the heat of a re-election campaign, and affirmation as well for the Democrats' decades-long drive to extend coverage to millions of Americans who now go without.

Yet if the sweeping changes mandated by the law will go forward, so, too, the political controversy. Presidential challenger Mitt Romney and Republicans seeking control of Congress will see to that, seizing on Chief Justice John Roberts' ruling that the law levies a new tax on anyone refusing to purchase coverage.

The decision was rich in irony as well as in history.

It was the second time in four days ? a ruling Monday threw out much of an Arizona state law on immigration ? that a Roberts'-led majority upheld the Obama administration's position on a noisy, contentious issue that has roiled the nation's politics for years.

On this case, at least, Roberts seemed to be ruling through gritted teeth when he upheld the requirement that all Americans purchase health care.

"We do not consider whether the (law) embodies sound policies," he wrote of the health care legislation that Republicans have vowed to erase. "That judgment is entrusted to the Nation's elected leaders."

That was a reference to Obama and the lawmakers of both parties in Congress, whose disagreement is so deep that nary a Republican voted for the legislation when it slogged to passage in 2010. The polling then ? as now ? makes the law out to be a political negative, and Obama acknowledged as much in understated remarks at the White House.

"It should be pretty clear by now that I didn't do this because it was good politics," he said. "I did it because I believed it was good for the country. I did it because I believed it was good for the American people."

Republicans were anything but low-key.

They already had made it clear they would seek to repeal any part of the law left standing by the court, and Roberts' ruling seemed to hand them another talking point for the campaign to come.

"Our mission is clear: If we want to get rid of Obamacare, we're going to have to replace President Obama," Romney said in remarks delivered to television cameras with the Capitol dome as a backdrop. He said, if left in place, the law would raise taxes, cut Medicare and add to federal deficits.

Obama noted archly that in the past, some Republicans, the party's presidential nominee among them, have supported a requirement to purchase coverage.

It was a reference to the Massachusetts state law that Romney signed as governor, and it wasn't the only such jab of the day.

In fashioning key elements of the law, Justice Ruth Bader Ginsberg wrote in a concurring opinion at the court, "Congress followed Massachusetts lead."

Whatever the day's rhetoric, for the first time since Obama signed the measure, he and his supporters have the law and the Supreme Court on their side, and a clearer path toward implementing the legislation. Republicans can no longer rely on the justices, a majority of them appointed by GOP presidents, to wipe out the president's signature domestic accomplishment.

Not surprisingly, Obama turned his attention to the consumer friendly elements of the law that already have taken place, including reduced costs for some seniors with high prescription drug costs and a requirement that insurance companies provide coverage to children with pre-existing conditions. "And by this August, nearly 13 million of you will receive a rebate from your insurance company because it spends too much on things like administration costs and CEO bonuses ...," he added.

"There's more," he said. "If you're one of the 30 million Americans who don't yet have health insurance, starting in 2014 this law will offer you an array of quality affordable private health insurance plans to choose from."

According to a 2010 estimate by the Congressional Budget Office, nearly 4 million Americans will have to pay a penalty ? Roberts upheld its constitutionality as a tax ? for not purchasing available coverage. The estimated cost will be a little more than $1,000.

The goal of universal coverage has been a Democratic priority for generations.

The role of the court's swing vote did not go unnoticed by conservatives.

The National Review, a prominent conservative publication, quickly posted an editorial titled, "Chief Justice Robert's Folly."

The chief justice came into office in 2005 as the brightest star of a younger generation of conservative legal experts, a man whose resume suggested he had been virtually groomed for the high court. Adept politically, he disarmed his critics when he told his confirmation hearing that a judge's role was "to call balls and strikes and not to pitch and bat."

One who was not persuaded at the time was then-Sen. Barack Obama, campaigning for the support of liberals and other Democratic primary voters as he pursued the party's presidential nomination. He pronounced Roberts qualified for the high court, then added that throughout the nominee's career to date "he has far more often used his formidable skills on behalf of the strong in opposition to the weak."

This time, Roberts' ruling drew no dissent from Obama.

(AP) ? They've known the outcome for three months. Now it's time for the nine Supreme Court justices to share it with the world.

Barring some incredibly strange twist, shortly after 10 o'clock in the morning Thursday, Chief Justice John Roberts is expected to reveal the high court's verdict on President Barack Obama's health care overhaul.

Between 400 and 500 people will crowd into the marble courtroom, the only witnesses to a historic moment that will not be broadcast live on television or radio. Some of those hoping for seats already were in line early Wednesday afternoon.

The court is not just passing judgment on a major expansion of the social safety net, designed to cover an additional 30 million Americans with health insurance. It is doing so on the president's signature domestic legislative achievement and in the heat of his closely fought campaign for re-election.

Four major issues await resolution, the most important of which is whether the law's centerpiece requirement that most people have health insurance or pay a penalty is constitutional. The justices also are weighing whether other parts or indeed the entire 2010 law should fall if they strike down the insurance requirement.

Apart from the insurance mandate, the court also is considering the validity of the health care law's significant expansion of Medicaid, the joint federal-state health care program for the poor.

One wrinkle could prevent the court from deciding the fate of the insurance requirement. A mid-19th century law prohibits challenges to taxes until they have been paid. The insurance requirement does not kick in until 2014 and people who pay the penalty won't do so until they file their 2014 income tax forms by April 15, 2015.

The court devoted more than six hours to arguments about these issues over three days in late March. The justices met March 30 to take a vote on the case and sort out who would take the lead in writing the opinions. In a case of this magnitude, the chief justice probably is writing the majority opinion, assuming he is in the majority.

The 26 states and the small business group challenging the law seemed to have the better of the courtroom arguments in March. Conservative justices peppered Solicitor General Donald Verrilli Jr. with hostile questions about both the insurance requirement and the Medicaid expansion.

But the lively arguments, the only time the justices discuss pending cases in public, are a relatively small part of a rather large record ? in this case, a mountain of more than 140 legal briefs.

Whatever the outcome, it seems certain to become part of the campaign between Obama and his Republican rival, Mitt Romney.

Obama could try to make the court itself, or more particularly its conservative majority, an issue if the insurance requirement or the whole law is struck down. For his part, Romney already has said he will try to take advantage of either outcome. If the law falls, Romney said it will show that "the first 3 1/2 years of this president's term will have been wasted on something that has not helped the American people." If the law is upheld, "we're going to have to have a president ? and I'm that one ? that's going to get rid of Obamacare. We're going to stop it on Day One," Romney said.

The case began almost as soon as Obama signed the law on March 23, 2010. Even before the day was out, Florida and 12 states filed the lawsuit that ended up at the Supreme Court. Another 13 states later joined in later.

The heart of the challenge was the claim that Congress could not force people to buy a product ? health insurance.

The administration advanced several arguments in defense of Congress' authority to require health insurance, including that it falls under the power to regulate interstate commerce.

The government also argued that the insurance requirement was necessary to make effective two other undoubtedly constitutional provisions: the requirements that insurers accept people regardless of existing health problems and limit what they charge older, sicker people.

The administration also said that even if the court rejected the first two arguments, the insurance requirement and penalty are constitutional as an exercise of Congress' power to enact taxes. The penalty assessed for not buying insurance functions like a tax, the government said.

Improving efficiencies in fuel, chemical and pharmaceutical industries

ScienceDaily (June 28, 2012) ? University of Minnesota engineering researchers are leading an international team that has made a major breakthrough in developing a catalyst used during chemical reactions in the production of gasoline, plastics, biofuels, pharmaceuticals, and other chemicals. The discovery could lead to major efficiencies and cost-savings in these multibillion-dollar industries.

The research is to be published in the June 29, 2012 issue of the leading scientific journal Science.

"The impact of this new discovery is enormous," said the team's lead researcher Michael Tsapatsis, a chemical engineering and materials science professor in the University of Minnesota College of Science and Engineering. "Every drop of gasoline we use needs a catalyst to change the oil molecules into usable gasoline during the refining process."

This research improves efficiencies by giving molecules fast access to the catalysts where the chemical reactions occur. Tsapatsis compared it to our use of freeways and side streets in our daily lives.

"It's faster and more efficient to use freeways to get where we want to go and exit to do our business compared to driving the side streets the entire way," he explained. "The catalysts used today are more like all side streets. Molecules move slowly and get stuck. The efficiencies of these new catalysts could lower the costs of gasoline and other products for all of us."

The research team built their prototype of the new catalyst using highly optimized ultra-thin zeolite nanosheets. They used a unique process to encourage growth of these nanosheets at 90-degree angles, similar to building a house of cards. The house-of-cards arrangement of the nanosheets makes the catalyst faster, more selective and more stable, but can be made at the same cost (or possibly cheaper) than traditional catalysts.

With faster catalysts available at no extra cost to the producer, production per manufacturing dollar will increase. With a higher output, it is conceivable that consumer costs will drop.

This new discovery builds upon previous discoveries at the University of Minnesota of ultra-thin zeolite nanosheets used as specialized molecular sieves for production of both renewable and fossil-based fuels and chemicals. These discoveries, licensed by the new Minnesota start-up company Argilex Technologies, are key components of the company's materials-based platform. The development of the new catalyst is complete, and the material is ready for customer testing.

"This breakthrough can have a major impact on both the conversion of natural gas to higher value chemicals and fuels, and on bio- and petroleum refiners," said Cesar Gonzalez, CEO of Argilex Technologies. "Using catalysts made by this novel approach, refiners will be able to obtain a higher yield of desirable products such as gasoline, diesel, ethylene and propylene. At Argilex, we envision this catalyst technology platform to become a key contributor to efficient use of natural resources and improved economics of the world's largest industries."

Researchers on the team are from around the globe. In addition to the University of Minnesota, researchers are from institutions in Tokyo, Abu Dhabi, Korea and Sweden.

Primary funding for this research is from the U.S. Department of Energy's Center for Catalysis and Energy Innovation, an Energy Frontier Research Center. The University of Minnesota is a partner in this multi-institutional research center at the University of Delaware. Other funding for this research is from the National Science Foundation Emerging Frontiers in Research and Innovation Program, the University of Minnesota's Initiative for Renewable Energy and the Environment, and the Abu Dhabi-Minnesota Institute for Research Excellence (ADMIRE) partnership between the University of Minnesota and the Abu Dhabi Petroleum Institute.

We've been expecting Chrome to somehow work its way into the Android build as standard, and today during the Google I/O keynote, we found out just how that's going to begin. 

The newly announced Nexus 7 tablet will be the first Android device to ship to market, that will be carrying Google Chrome as the standard browser. This is pretty significant, and it looks as though that beta period is about to come to an end. Chrome is a seriously impressive browser that just cries out for tablet use. Maybe this is the start of a beautiful new relationship?

Hundreds feared buried in mass landslides in Uganda

At least 18 people were killed and hundreds of people were feared buried after landslides hit villages in Uganda, according to reports.

The Daily Monitor newspaper reported that at least 11 villages in the mountainous Bududa area of eastern Uganda?had been hit and two, Namaaga and Bunakasala, had been completely engulfed.


Witness Rachael Namwono, 29, told the paper that at least 30 homes in Mabaya Village ? containing an estimated 300 people ? had been covered.

"At 2 p.m., the ground trembled, followed by heavy rumbling of soil and stones which covered our home," Namwono told the Monitor.

Two officials in Bunamulembwa Village said about 100 houses were destroyed and 150 people were unaccounted for, the paper added.

'Devastation'
It was not immediately possible to verify the report, but officials in Bududa told The Associated Press that they feared that hundreds of people had been killed.

The affected villages are in a coffee-growing area on the slopes of Mount Elgon straddling the Kenyan border.

Red Cross spokeswoman Catherine Ntabadde told Reuters that the latest reports had confirmed 18 people had died "but assessment of the devastation around the area is continuing."

A local member of parliament, David Wakikona -- who said he had initial reports of more than 100 people buried -- said there was an ongoing danger.

"The areas around Bududa district have been experiencing heavy rains for days now," he told Reuters. "I am told the landslides started around midday today [Monday] and that they're still going on and some villagers who survived the early slides are fleeing."

Landslides caused by heavy rains are frequent in eastern Uganda, where at least 23 people were killed last year after mounds of mud buried their homes. Scores of people were buried alive in a similar disaster in March 2010.

Stephen Mallinga, Minister for Relief and Disaster Preparedness, said an emergency response team had left for the area and hoped the situation would become clearer on Tuesday. "We're also mobilizing relief items like food, tents and water containers," he said.

Housing prices rise in warm weather states

For the third straight month in April, American home prices twitched a tinge higher?as values in the ?sand states? further firmed while listings in some key northern cities continued to chill, a heavily monitored survey reported Tuesday.

The Standard & Poor's/Case Shiller composite index of 20 metropolitan areas showed a year-over-year decrease of 1.9 percent?but?a 0.7 percent national bump?from March to April on a seasonally adjusted basis (1.3 percent non-seasonally adjusted), led by ongoing price rallies in a clump of warm-weather markets thumped by the slump, including Miami, Tampa, Las Vegas and Phoenix.

?I?ve seen (listings here) jumping just like they did back in the day when the banks were approving everything,? said Michelle Tremblay, a Realtor with West USA Realty in Phoenix.

Since last October, home values in Phoenix have inched 12 percent higher, gaining ground during each of the past six months, according to the Case Shiller index.

From Tremblay?s vantage point, however, those loftier home values are akin to steroid-swelled athletes: synthetically pumped prices caused by banks stockpiling foreclosed properties and purposely keeping them off the market until area prices truly soar. Then those same financial institutions can cash in by selling those properties at fatter profits.

?We can see on the street what?s vacant and what?s not. We?re watching these (foreclosed and non-listed) houses just sit and rot,? Tremblay said. ?The banks are letting these houses just deteriorate.

?They?re holding them and releasing them slowly to drive the value up.?

Some Realtors in another so-called ?sand state,? California, recently have joined that chorus, offering similar, albeit unproven, theories about banks hoarding foreclosures and thus shrinking inventory in most markets.

In three California cities on the Case Shiller index -? Los Angeles, San Diego and San Francisco -? home prices have increased during February, March and April.

Fellow ?sand state? cities Miami and Tampa each have posted five straight months of home-value gains. Las Vegas, the largest metro area in Nevada ? the fourth ?sand state? ? in April notched its third month in a row of heightened property prices, according to Case Shiller?s survey.

?Realtors across the country are all talking about the same stuff: the banks are the ones in control right now and they know it and they?re going to make the money again ? and again and again,? Tremblay said. Not long ago, distressed homes ?were selling, I think, too cheaply. And the banks weren?t making the money that they wanted to. So they tightened their inventory.?

In response, Wells Fargo senior economist Mark Vitner said?large banks are not colluding to hoard distressed properties until better days so as to squeeze more out of the values of those homes.?

"I don't think there's any concerted effort to hold properties back from the market," Vitner said. "The process to (work through and re-sell) foreclosure inventory is lengthy and there just seems to be a lot of hurdles out there to getting these properties to market. A lot of the best properties have been in foreclosure and have already sold."

But, Vitner acknowledged that some "small community banks are holding onto properties because the value that they could realize from selling the properties is so much more than what their books currently show, (meaning that listing those distressed homes) could have an inverse impact on their balance sheets."?

Robert J. Shiller, one of the two developers of the monthly index, agreed that ?it is an artificial market in that there is a lot of inventory held off.?

But Shiller, an Arthur M. Okun Professor of Economics at Yale University, sees still another hidden reservoir of prospective properties for sale ? ?a shadow inventory held off by homeowners who might sell if home prices come back up enough.?

Two weeks ago, market analytics service CoreLogic reported that the "residential shadow inventory" - which includes?bank-owned homes - had declined to 1.5 million units in April, representing a four-month supply as well as a 14.8 percent drop from the same month one year earlier. In April 2011, the?shadow inventory held a six-month supply of homes - roughly the same level as October 2008 when the housing crash began. Those CoreLogic figures seemed to bolster the view offered by Wells Fargo's Vitner that big banks are not holding back distressed properties, especially in markets where lenders have revved the pace of foreclosures.

A government market

Still, with about 90 percent of American mortgages held by Fannie Mae, Freddie Mac and the Federal Housing Authority, ?it?s really a government market now," Shiller said. "So anyone contemplating speculating in housing has to think about what the government is likely to do. And we?re in limbo right now.

?We have a presidential election coming up. We haven?t resolved what were going to do with Fannie and Freddie ? presumably something will be done with them afterward.?

The latest S&P Case-Shiller results show on average home prices increased 1.3% in April, with David Blitzer, S&P 500 Index committee chairman.

In February 2011, the Obama administration issued a white paper that examined possible remedies for those two sputtering behemoths of housing finance. The report gave Congress options to mull. Banking giants backed the notion of axing Fannie and Freddie which, combined, ate up about $150 billion in bailout money. Groups representing consumers and the real estate industry have argued against scuttling Fannie and Freddie.

?Between all that ? and the mortgage-tax interest deduction that also has been questioned in this time of deficit cutting ? these things are on everyone?s mind,? Shiller said. ?But there?s not a way to forecast. I think forecasting political science is even more tenuous than forecasting economics.?

Projecting the direction of home prices in several vital northern cities has grown more challenging the past year. In Boston, home prices have dipped during six of the past eight months, according to Case Shiller. In New York, property values have declined for seven consecutive months. Chicago, up a tick in April, has nonetheless posted seven price drops in nine months, the index shows.

?Is any of that political and financial uncertainty perhaps fueling some fall-off in home prices those metro areas??

?I guess it is. People are holding off ... People are hoping for prices to go back up (in those cities),? Shiller said. ?And we?ll see the shadow inventory converted into real inventory if people start to see the prices go back up.?

But in Chicago, where home prices are off 7.2 percent since last August, the Case Shiller index reports, some Realtors are blaming another segment of the home-financing equation.

?The appraisers are keeping the prices low,? said Patrick Hawkins, a broker with Dream Town Realty in Chicago.

The last time Chicago property values were this depleted on the Case Shiller index: November 2000.

?Buyers are willing to spend a little more money right now. Inventory is low. But the appraisers just are reticent to come in with a strong enough number,? Hawkins said. ??What I?m assuming an appraiser would say is: It?s the market conditions, it?s people not having enough jobs, it?s the economy.

?Appraisers ? they?re killing the market. The prices have been driven down, beaten to a pulp.?

Pakistan: Buddha attacked by Taliban gets facelift

JAHANABAD, Pakistan (AP) ? When the Taliban blew the face off a towering, 1,500-year-old rock carving of Buddha in northwest Pakistan almost five years ago, it fell to an intrepid Italian archaeologist to come to the rescue.

Thanks to the efforts of Luca Olivieri and his partners, the 6-meter (nearly 20-foot)-tall image near the town of Jahanabad is getting a facelift, and many other archaeological treasures in the scenic Swat Valley are being excavated and preserved.

Hard-line Muslims have a history of targeting Buddhist, Hindu and other religious sites they consider heretical to Islam. Six months before the Sept. 11, 2001 attacks, the Taliban shocked the world by dynamiting a pair of 1,500-year-old Buddhist statues in central Afghanistan.

The Jahanabad Buddha, etched high on a huge rock face in the 6th or 7th century, is one of the largest such carvings in South Asia. It was attacked in the fall of 2007 when the Pakistani Taliban swarmed across the scenic Swat Valley. The army drove most of them out two years later, but foreign tourists who used to visit the region still tend to stay away.

Olivieri himself had to leave in 2008 after more than two decades of tending to the riches dating back to Alexander the Great and the Buddhist, Hindu and Muslim invaders who followed. The 49-year-old head of the Italian Archaeological Mission in Pakistan returned in 2010 and is back at work.

Taliban militants climbed ropes to insert explosives in holes drilled into the face and shoulders of the Jahanabad Buddha, said Olivieri. The explosives in the shoulders failed to detonate, but the others blew off most of the face above the lips and cracked other parts of the carving and surrounding rock.

Olivieri and his team began work this month on fixing the cracks and what's left of the face. A full reconstruction is impossible because detailed documentation and fragments of the face are lacking.

"Whatever you do in the absence of perfect data is a fake," said Olivieri, who says he has wanted to be an archaeologist since age 6 and still brings a youthful exuberance to his work even as his beard grows gray.

Arriving as a university student in 1987, he was fascinated by Swat, once an important center of Buddhist culture and trade. The monk credited with introducing Buddhism to Tibet, Padmasambhava, was born in Swat.

In more recent decades, the area was known as "the Switzerland of Pakistan," popular with religious tourists from China, Japan and South Korea, and the hope is that restoration of the Jahanabad Buddha will spark a revival of tourism here.

Olivieri's mission is funded by the Italian government, which works with local Pakistani antiquities authorities. It has uncovered over 120 Buddhist sites among Swat's soaring hills and rushing rivers. Of roughly 200 Buddhist rock carvings in Swat, the Jahanabad Buddha was among the few to survive with its face intact for so long, said Olivieri. Most were defaced centuries ago by Muslim invaders who, like the Taliban, consider Buddha a false idol.

Maulana Shamsur Rehman, a leading Islamist politician in Swat, says the attack on the Buddha should never have happened. Islam preaches freedom and protection for followers of all religions, he told The Associated Press, and "in line with Islamic rules, nobody should have an objection to the repair work on the Buddha statue."

In 2001, militants damaged the excavated ruins of a 7th century Hindu temple in Swat overlooking a stronghold conquered by Alexander in the 4th century B.C. Unable to protect the temple, the Italian mission had to rebury it.

Ironically, the site that Olivieri was most worried about during the Taliban's violent reign in Swat was an Islamic one ? the roughly 1,000-year-old Udegram Ghaznavid mosque, the third oldest in Pakistan. He feared the militants would occupy and damage it, but that never happened.

Pakistani security officials say the Taliban are again trying to infiltrate Swat, but militants are not the only threat to the archaeological sites. Looters are perhaps a bigger problem. Many relics looted from Swat are in private and public collections around the world.

In December police arrested several men in Swat and seized a roughly one-meter-(three-foot) tall, 1,800-year-old Buddhist statue that could have fetched tens of thousands of dollars on the international antiquities market.

The Italian mission has posted guards at the most important sites and is also training them to become guides by teaching them English, first aid and basic conservation techniques, said Olivieri.

The mission opened in 1955 in an office provided by the Wali of Swat, the one-time princely ruler of the territory. To furnish a taste of home, its first draftsman painted a mural of Rome's Spanish Steps in the dining room.

The feeling of glimpsing Italy in the wilds of Pakistan's northwest continues today. There's espresso in the morning and Italian olive oil on the dining room table. A Fiat Campagnola jeep shipped from Italy in 1955 is due to end up in a museum in Swat.

APNewsBreak: Few Iowa felons pursue voting rights

IOWA CITY, Iowa (AP) ? Republican Gov. Terry Branstad has made Iowa one of the most difficult states in the nation for felons to vote, with an executive order he issued last year already having disenfranchised thousands of people, a review by The Associated Press shows.

On the day he took office, Branstad signed an order reversing a six-year policy started under Democrat Tom Vilsack in which felons automatically regained their voting rights once they were discharged from state supervision. The move flew in the face of a nationwide trend to make voting easier for felons, making Iowa one of four states where felons must apply to the governor to have voting rights restored. Branstad's new process requires applicants to submit a credit report, a provision critics call inappropriate and unique among states.

Since then, 8,000 felons in Iowa have finished their prison sentences or been released from community supervision, but less than a dozen have successfully navigated the process of applying to get their citizenship rights back, according to public records obtained by the AP. Branstad's office has denied a handful of others because of incomplete paperwork or unpaid court costs.

"Wow ? that seems pretty low," said Rita Bettis, lobbyist for the American Civil Liberties Union of Iowa, which was posting a how-to guide online Sunday to help felons through a process that has confused some seasoned elections officials. Bettis said felons struggling to re-enter society may be less interested in voting than the general population because they have other concerns, but making it easier for them to do so is good public policy.

Henry Straight, who wants to serve on the town council in the tiny western Iowa community of Arthur, is among those whose paperwork wasn't complete. Straight can't vote or hold office because as a teenager in Wisconsin in the 1980s, he was convicted of stealing a pop machine and fleeing while on bond.

Straight spent a year on the effort and hired a lawyer for $500 to help. Yet he was notified by the governor's office last month that he hadn't submitted a full credit report, only a summary, or documentation showing he had paid off decades-old court costs.

"They make the process just about impossible," said Straight, 40, a truck driver. "I hired a lawyer to navigate it for me and I still got rejected. Isn't that amazing?"

Iowa's process also includes a 31-question application that asks for information such as the address of the judge who handled the conviction. Felons also must supply a criminal history report, which takes weeks and costs $15. Then the review can take up to six months.

Critics say the process is too onerous and that allowing felons to vote helps them reintegrate into society. They say Iowa's process disenfranchises the poor, who don't have money to pay off debts, and blacks, who make up a disproportionate number of felons. They also point out that requiring a credit report is likely scaring off felons with financial problems.

"Iowa is in a dwindling minority of extremely restrictive states," said Marc Lauer, executive director of the Sentencing Project, a national group that advocates for policies to make it easier for felons to vote. For felons, Branstad is "making your right to vote contingent on your financial abilities."

The trend in the U.S. since 1996 has been to expand felon voting rights and make it easier to have them restored, according to a report from the National Conference of State Legislatures.

Kentucky, Florida and Virginia are the other states that require felons to apply to the governor, but they don't require a credit report. Thirty-eight states allow most felons to automatically regain their voting rights once they complete their sentences, according to the report. Maine and Vermont never take away voting rights. Others require felons to wait a certain amount of time before becoming eligible.

Branstad spokesman Tim Albrecht said Iowa's policy helps ensure felons pay restitution to victims and that he expected more to apply over time. He said the credit report helps officials verify those debts are paid. He noted the application is two pages long and available online with a "frequently asked questions" document.

Still, some felons have given up. Henry Straight's cousin, Richard Straight, 65, said he has struggled with addiction to drugs and crime. He said he would like to vote in the upcoming presidential election, but it's not worth the fight.

"I've only got a few years left of living. I might as well kick back and relax and live my life instead of fighting the system like that," he said.

Iowa had long been one of the most restrictive states for felons' voting rights. When Branstad served as governor from 1982 to 1998, he has said he restored thousands of felons' rights through a similar application process.

Branstad's successor, Vilsack, continued that policy until his 2005 executive order that automatically restored voting rights for felons once they left prison or parole. Republicans, including Branstad, criticized the move as politically motivated. Up to 100,000 felons had their rights restored under the policy, which was in effect until after Branstad won election to a fifth term in November 2010.

The state's new top elections official, Republican Secretary of State Matt Schultz, urged Branstad to reinstate the application process to "send a message to Iowa's voters that their voting privilege is sacred and will not be compromised."

In rescinding Vilsack's policy, Branstad said applying for citizenship rights "is an important and necessary aspect of an offender's process of reintegration."

Henry Straight said he would try to obtain the missing documentation and resubmit his application.

Ironically, he said he would like to be able to vote for Branstad, calling the governor a proven leader.

"But if you can't vote," he said, "you are nobody."

Teaching Business Ethics: Evolution of Human Rights and ...

After scanning through Talbott's excellent book Which Rights Should Be Universal? and doing some more research on the origins of the new wave of interest in Corporate Social Responsibilities (CSR), I developed the diagram below. Talbott points out that from a historical perspective the evolution of rights finds its origins in repression. Eventually, the oppressed realize that oppression is not in their interest and the oppressors would not wish the same treatment for themselves. The natural human urges for equality and autonomy assert themselves and revolution occurs. Revolutions may be violent as in 1776 or "quiet" as the fall of communism in 1989. Add to this the influence of thinkers like Locke and Kant who provide the rational basis for rights and the evolutionary progress toward globally accepted standards of rights begins. This process is a great example of the process of discovery of moral truths. It fits the the theory of ethical realism that I use in my courses.

Corporations, which are quasi-persons in the global community, have responded by recognizing the rights of employees and agreeing to support various human rights. This does not solve the dilemmas faced by MNCs by any means. Indeed, it amplifies them. Because some nations are unwilling or unable to enforce even elementary human rights and their corporate-based offshoots, such as protection for whistle-blowers, the responsibility has fallen to MNCs. Add to this concerns about what in my (present) opinion are the extended and dubious "rights" associated with living standards, social security, and health care (item 25 of the Universal Declaration, 1948). How many of these kinds of "rights" will MNCs be responsible for? Fortunately, the U.N. global compact is blissfully short and puts emphasis on the problems that are more directly addressable through corporate guidelines (bribery, child labor, environmental issues).

Riga Technical University and Latvian Chess Federation have an honour to announce the second ?Riga Technical University Open?, which will take place on August 6-12 at the main building of Riga Technical University located in the heart of Riga ? the old town.

The program of the festival will feature two ELO tournaments and a blitz tournament.

The first Riga Technical Open was held in August 2011 and won by GM Alberto David. 138 players from 17 countries participated in the main tournaments, including 8 GMs and 7 IMs.
